Two stage interrupt handling makes the RTKER
responsive to the interrupts. Consider the two cases of
interrupt handling as in
Linux & in RTKER. To an interrupt ocuuring at RTKER's
response is at time which is less than the Linux's
response time at time (see fig 3.1).
